“‘I don’t think that civil rights were violated in any way, whether or not they violated department policies, which would be an issue of more negligence, which is different than a civil rights violation is remains to be seen,’ Shrager said.”
“‘There may be important departmental policies regarding stairwells because, obviously, that’s a risk right there for the prisoner falling. And if they fall while they’re handcuffed, they can’t put their hands up to protect them. So to me, it would stand to reason that the rational choice would be to hold on to the prisoner’s arm at the very least,’ Shrager said.”
