    Background: Shrager is managing partner of The Law Offices of David J. Shrager, Downtown, specializing in criminal defense. The Court of Judicial Discipline was established in 1993. It has jurisdiction over all judges in Pennsylvania and the authority to impose sanctions if formal charges are sustained.
